Program Manager Job Description


About SWIM Coalition

SWIM Coalition was borne out of a Citizens Advisory Committee (CAC) convened by the New York City Department of Environmental Protection (DEP) in ca. 2004 for the development of a Waterbody/Watershed Plans and the 2006 Combined Sewer Overflow (CSO) Consent Order. The advisory committee, made up of civic groups, community organizations, citywide, regional and national non-profits, and academic institutions, met regularly until mid-2006 when the City met a major milestone in the CSO Consent Order. Many members of the CAC expressed an interest in continuing to come together to advocate for green infrastructure; thus the Stormwater Infrastructure Matters (SWIM) Coalition was officially launched on World Water Day, 2007. Since then, SWIM has been instrumental in advancing NYC’s sustainable stormwater and green infrastructure planning and policy. Through our multi-tiered advocacy platform, we have represented our member organizations’ interests with DEP, the Mayor’s Offices of Sustainability and Recovery & Resiliency (now called the Mayor’s Office of Climate and Environmental Justice), City Council, the State Legislature, the State Department of Environmental Conservation (DEC), the U.S. Environmental Protection Agency (EPA), and others. SWIM Coalition operates with a steering committee of practicing professionals, whose members represent various organizations and a wide range of expertise.


Program Manager Job Overview:

The SWIM Coalition seeks a waterway aficionado to serve as Program Manager. The ideal candidate is someone who cares about NYC’s waterways, enjoys thinking about policy to make our waterways fishable and swimmable, has a strong commitment to environmental justice, believes in empowering local communities as experts, advocates and stewards, and enjoys working with a diverse group of people.


The Program Manager may choose to work from home or in the offices of the NYC Soil & Water Conservation District at 121 Sixth Avenue in Manhattan. If working from home, SWIM will provide office equipment as needed. The Program Manager reports to a 7-member, all-volunteer Steering Committee.


Program Areas

1. Policy and Advocacy

  • Monitor, review, and respond to state and city water quality policy and plans.

  • Produce or facilitate drafting of comment letters on a variety of public policy and plans.

  • Organize advocacy campaigns.

  • Plan and strategize the development of SWIM’s action agenda.


2. Outreach & Education:

  • Oversee production of communications materials.

  • Host and participate in workshops and public meetings.

  • Work closely with Pratt Fellow to enhance their experience in working with SWIM.


3. Administration:

  • Connect with key SWIM member organizations.

  • Identify potential funders, seek grant funding in coordination with the Steering Committee.

  • Assist the Steering Committee in hiring of Graduate Fellows from Pratt Institute.

  • Manage and track funding from grants.


Qualifications:

Strongly Desired:

  • Proficient in MS suite (Word, Excel, PowerPoint) and Google suite (Doc, Sheet, Slide, Form)

  • Proficient in virtual meeting platforms

  • Experience coordinating a network or group of broad stakeholders; relevant New York City and/or State experience a plus

  • Project management experience

  • Effective communicator in both written and verbal forms

  • Thrive working independently with minimal supervision

  • Collaborative and a team player


Pluses:

  • Working experience in policy analysis and advocacy, environmental and/or environmental justice advocacy

  • Experience drafting public comment letters and testimonies

  • Experience working with and/or inside NYC government

  • Grant writing and fundraising experience

  • Experience with managing budgets

  • Understanding of water quality policy, regulations, and systems

  • Proficiency in another language in addition to English

  • Graphic design skills


Compensation:

We currently have funding available for: $45 per hour with an average 15 hours per week for approximately 12 months. The term of employment will be extended as we secure additional resources. Hours per week may also be increased pending funding availability.
